Project History

Mott MacDonald was engaged by MWAPORC Company Limited in October 2012 to undertake the Scoping Study that culminated in the development of the Owners’ Requirements Specification (ORS). The ORS was informed by the MWAPORC Concept Paper (dated 23 August 2012) and a Scoping Study Workshop held in Johannesburg, South Africa in October 2012. The ORS was developed to capture the vision and guide the development of the Mwambani Economic Corridor (MEC) project.

It explains the ideas, concepts and criteria that were considered critically important to the successful delivery of the freight transportation and logistics corridor envisaged by the project company, MWAPORC Company Limited. A description of the project was provided, together with an outline of the constituent elements that collectively provided a transportation and logistics system. The ORS was developed for the project team tasked with facilitating and driving the project development and forms a high-level baseline specification upon which MWAPORC Company Limited and Mott MacDonald, as Owners’ Engineer, could develop the Mwambani Economic Corridor Rail and Port Pre-Feasibility Study.

On completion of the ORS, Mott MacDonald attended a meeting with His Excellency the President of Tanzania where they were introduced as MWAPORC Company Limited’s Owners’ Engineer.

The ORS was finalised in January 2013 and was centred upon the development of a rail and port transportation study. It was envisaged that this would be followed by the development of a High Level Business and Financial Plan. Following the submission of the High Level Business and Financial Plan proposal, it was decided by MWAPORC Company Limited that Mott MacDonald should develop a proposal for the Mwambani Economic Corridor Rail and Port Pre-Feasibility Study. This resulted in a Mwambani Economic Corridor Workshop being held in Johannesburg, South Africa in March 2013. On completion of the Mwambani Economic Corridor Rail and Port Pre-Feasibility Proposal, Mott MacDonald attended a series of presentations in Tanzania and Uganda in support of the project; including:

  • MWAPORC/Mott MacDonald joint project team workshop to present the proposal and set up presentations for the East African Community (EAC) and His Excellency the President of Uganda mid July 2013

  • Presentation to His Excellency the President of Uganda – 25 July 2013

Mott MacDonald continues to support MWAPORC Company Limited in its capacity as Owners’ Engineer.
